I recommend using mod to setup permissions for the seperate commands for your liking.

Shows information with a link to this page, if provided with content at the end, it will change the deafult /help minecraft message

Switches users gamemode to creative

Switches users gamemode to survival

Switches users gamemode to adventure

/gmsp

Switches users gamemode to spectator

Hat

/hat <item>

Puts the item you are currently holding on your head, if provided with an item argument it will instead put the item you specified on your head

Repair

/repair <hand|all>

Repairs your items, if executed without a argument or with the hand argument, it will repair the item in your hand, if all is selected, it will repair your entire inventory

Reply

/r <message>

Replies to the last player that messaged you

Heal

/heal <player>

Heals health of the selected players or the executor if not provided with an argument

Feed

/feed <player>

Restores hunger of the selected players or the executor if not provided with an argument

Spawn

/spawn

Teleports you to the determined spawn using /setspawn

Set Spawn

/setspawn

Sets the spawn of the /spawn command

Tpa

/tpa <player>

Sends a request to a player for a teleport

Tpa Accept

/tpaccept <player>

Accepts a specific, or the last tpa request depending on the argument

Tpa Decline

/tpadecline <player>

Declines a specific, or the last tpa request depending on the argument

Rtp

/rtp

Teleports you to a random Location depending on the config

Fly Speed

/flyspeed <amount|reset>

Sets your fly speed attribute, the inputted value is divided by 10 for convenience. If you input "reset" instead, it will reset the value to the deafult, vanilla, flyspeed.
